Last month, Xiao-Ling placed her usual iHerb order — one bottle of fish oil and two jars of vitamin C. The total with shipping came to NT$1,800, and she thought: "Still under the duty-free threshold, no worries." But when the package arrived, she got a text message — tax due. She stared at her phone, her first reaction: "Didn't I stay under NT$2,000?"

The answer is actually straightforward: she had already used up her 7th import within the half-year period. But behind this small episode lies a much bigger story — 2026 has seen the most dramatic rewriting of global tariff rules in nearly half a century, and every one of your cross-border packages is standing right in the path of this storm.

Import duty (also known as customs import tax) refers to the taxes that customs legally levies on the recipient when goods enter Taiwan from abroad, including the customs duty itself and 5% VAT. According to statistics from the Customs Administration of the Ministry of Finance, the number of express import declarations in Taiwan exceeded 65 million in 2025 — meaning an average of over 170,000 overseas packages clear customs every single day across Taiwan — and that number is still growing.

What Happened? Why Are 2026 Tariff Rules Causing an Earthquake?

In short: the U.S. Supreme Court ruled on February 20, 2026 that Trump's "reciprocal tariffs" were illegal, and the entire global tariff framework was upended overnight.

The Trump administration didn't give up. It immediately pivoted to Section 122 of the Trade Act of 1974, imposing a 10% temporary tariff on all goods imported into the United States (stacked on top of existing MFN rates). This measure took effect on February 24 and is set to last 150 days until July 24.

You might be thinking: "American tariffs — what do they have to do with me buying from Taobao in Taiwan?"

More than you'd think. The global supply chain is an interconnected chain — as the U.S. continues to raise tariffs on Chinese goods, Chinese exporters' costs rise, and part of that gets passed on to the prices on the platforms you shop. Meanwhile, the tariff back-and-forth between Taiwan and the U.S. (from the initial 32% down to 15%) also causes the TWD exchange rate to fluctuate, directly affecting how much your overseas purchases cost in local currency.

How Much Tax Do Your Favorite Products Cost to Import Now?

The current rules are: if the customs value (product price + international shipping + insurance) is under NT$2,000, and you haven't imported more than 6 times in the past half year, you're exempt from customs duty and VAT. If you exceed either threshold, you pay import duty based on the product category's tariff rate, plus 5% VAT.

Let's say you shop online once a month on average, spending NT$3,000 per order including shipping, with an average duty rate of 10%. Out of a year, 6 orders are taxable, and you pay roughly NT$450 extra each time — that's NT$2,700 per year. Enough to buy a one-way budget airline ticket from Taipei to Osaka.

Do Shopee Cross-Border Packages Also Get Taxed?

Yes. As long as your goods are shipped from overseas to Taiwan, the same import duty rules apply — whether it's Shopee cross-border, Taobao consolidated shipping, Temu, or Amazon.

Many people assume Shopee cross-border "doesn't require customs clearance," but that's not true — it's handled collectively by a partnered customs broker. When you tap "confirm" on the EZway app, you've completed the customs authorization.

Strategy 1: Take advantage of the customs exchange rate time lag

Customs doesn't use the exchange rate from the day you swiped your card — it uses the "customs exchange rate for the current 10-day period." If you're buying USD-denominated products, keep an eye on the exchange rate table published by the Customs Administration, and ship during the 10-day period when the TWD is relatively strong. For the same USD$100 order, the difference between a customs rate of 31.5 and 32.5 is NT$100.

Strategy 2: Keep each order's customs value under NT$2,000

Split into two orders under NT$2,000 each. But be careful: multiple packages from the same sender arriving on the same day will be consolidated by customs for calculating the customs value. The key is "arriving on different days" or "different senders."

Strategy 3: Manage your 6-time half-year quota

The quota resets on January 1 and July 1 each year. Set a reminder on your phone calendar and track how many duty-free imports you've used each half year.

Sellers are not eligible for the personal duty-free quota — all imported goods must go through formal customs declaration and tax payment.

Say you sell Taobao-sourced phone accessories. Each unit costs NT$150 including shipping, the import duty rate is about 5%, and you import 500 units per month: - Import duty: NT$150 × 5% × 500 = NT$3,750 - VAT: (NT$150 + NT$7.5) × 5% × 500 = NT$3,938 - Additional monthly tax cost: approximately NT$7,688 - Over a year, that's NT$92,250

If each accessory sells for NT$299 with a gross margin of about NT$100, you'd need to sell nearly 923 extra units just to break even on the tax costs.
